The Port of Grays Harbor Commission Special Commission Meeting for July 12, 2011 was called to order at 12:30 p.m.

The topics discussed were as follows:

I. Welcome and Introductions were made by Gary Nelson and Tami Garrow
Opening Comments
Jack Thompson, President, PGH Board of Commissioners welcomed the PDA board and staff.
Steve Poler, President, GHPDA thanked the Port Commission and staff for arranging this meeting.

II. A presentation comparing the PGH and PDA agencies was made by Gary Nelson and Tami Garrow. The topics included:
Mission statements
Governance
Lines of Business
Infrastructure
Financials – balance sheets, consolidated income and budgets

III. Legal Issues involving the use of interlocal agreements, merger, consolidation, sale and purchase of assets, county ordinances and GHPDA Bylaws were discussed by Art Blauvelt. Differences between the two agencies powers were also discussed.

IV. Board questions were asked of the staff and discussions had as to the feasibility, practicality and advisability of any combining of the GHPDA and the Port. Discussion was had as to the process for any decision making. No action was taken be the Commission.

V. Tour 520 pontoon construction site with Kiewit /General, the participants went on a tour of the pontoon project with personnel from Kiewitt/General.

VI. Participants returned to PGH offices.

VII. The joint meeting was adjourned at 3:42 pm.
