The Port of Grays Harbor Special Commission Meeting for October 10, 2011 was called to order at 9:00 a.m.

BUDGET WORKSHOP
Mary Nelson provided a PowerPoint that outlined the priorities and highlights of the proposed Preliminary 2012 Budget as prepared by staff. 2012 Budget Priorities are:
• Customers & Tenants – Continue to work on relationships, partnerships, expansion, and new business opportunities. Focus on export/import markets.
• Infrastructure Integrity – Maintenance, repair and replacement of port assets to ensure uninterrupted utilization, health & safety of those using Port facilities, protection of the environment, and long-term suitability for Port operations.
• Debt Service – The Port’s bond capacity was used in 2011 to leverage growth with financing construction of the new Marine Terminal Rail System. The Port annually has $2 million principal & interest payments over the next several years.
• Property Taxes – Use only for Capital Investment Projects

The proposed Preliminary Budget includes a 63% increase in Marine Terminal revenues due to increases in vessel traffic and export cargoes.

Andy Thomas & Scott Branlund of Berger ABAM reported on the findings of a condition survey conducted on Terminal 4. Needed piling cap replacement at T4 has been included in the Preliminary Capital Budget.
