The T3 site is a 150 acre upland site with a 600 ft. all-concrete deep water terminal.

It has an on-site rail line that is served by Union Pacific and Burlington Northern railroads through a Puget Sound and Pacific rail connection.

The site is also adjacent to Bowerman airfield and a major highway.

Utilities include electrical, gas, and telecommunications.
