Harbor Safety Committee Meeting 2015 – Meeting 4

The Harbor Safety meeting of August 18, 2015 was called to order by Chair Kevin Campbell at 10:05 a.m. at the Port of Grays Harbor Commission Chambers in, Aberdeen, Washington.

From the Chairman
Kevin Campbell completed roll call for all attendees present and over the phone.

Approval of August Minutes:

Motion made by Aaron Leatherman, seconded by Mike Johnson and unanimously approved, the meeting minutes from June 16, 2015 were approved.


Mike Johnson reported on summer dredging recently completed. From July 21-24 they removed 9,310 cubic yards from T-4 and 28,441 from T-2. The cost for this work is not final, but the estimate is about $372,000. Operations went well; there were no issues. This dredging will keep the berths clear until January when we anticipate the next round will take place. PGH paid for this work out of our capital budget. Our permit limited us a bit at the end on how much we could remove; the next permit PGH applies for will have an increased amount requested. The permit comes from US Army Corps of Engineers and it is a 10 year permit. Dredging needs can vary based on sedimentation caused by weather.

Next, Mike talked about T-4 Pile Cap Repairs. This turned out to be a bigger job than anticipated and requires chipping out old concrete and replacing re-bar. The project is expected to be complete in mid-September; Mike Johnson will likely give a presentation on this at the next meeting.

Sean Orr reported on completion of the Chehalis River GRP document. This addresses different strategies for average tidal current and low flow areas.

The budget came in last minute and HB 1449 is moving forward. Response equipment and vessel rules are coming together. They are moving on vessel risk assessment on the Columbia River. Funding came from response to prevention accounts.

The Imperium and Westway DEIS docs will be released this month. They are thorough and will be raising the bar on response plans.

Coast Guard
Petty Officer Mike Kaleiohi reported that Whistle Buoy II is being relocated for dredging. Buoy J is having a synthetic identifier added. The Cow Point range is being re-established. Many lights and buoys are being rearranged. Dredging will continue through September 15. Mr. Kaleiohi wanted to extend a welcome to Lieutenant Laura Springer their new Commander as Sean Morrison was recently reassigned to headquarters.

Corps of Engineers
Elizabeth Chien reported on Federal dredging at Cowpoint and Hoquiam. They found that two segments had shoaling which they cleared out and opened up in the channel removing 300 cubic yards of sediment. The contract for the next dredging project is on track for the beginning of October. Starting in N. Channel, moving towards Crossover and hopefully around Thanksgiving moving into the inner channels. This contract has not been awarded yet, but she will let us know when they know who wins the bid. She stated that they are on schedule to begin October 1st. They are coordinating with gill netters on this work to ensure no overlaps.

Ms. Chien also mentioned an incident that occurred between the dredge Patriot and Quigg Bros. equipment. She did not have much information on the incident as it had happened recently and she had not received a formal report. The preliminary information she had said that the contractor reported Quigg’s had a broken spud that may still be in the sediment. This occurred Friday, August 14 sometime in the late morning or early afternoon. Mike Johnson said he would follow up on this. Quigg Bros. is performing work on the 28th Street boat launch for the Port at this time.

Quinault Nation provided the annual fall fishing schedule. This will be posted on the HSC website for public use. This will run from September 13th to November 20th.

Aaron Leatherman reported that the sale of Imperium to REG will be closing soon. He will have a better update at the next HSC meeting once this has been finalized. In general this is a positive acquisition.
